WE NEED RATE RELIEF
As your Delegate, I'll favor re-regulation, rate caps, and aggregation. Aggregation means homeowners grouping together to form cooperatives to buy electrical power in bulk from out-of-state utility firms, instead of BG&E/Constellation Energy. But most of all, I will stand up to the avarice and aggressive tactics of BG&E/Constellation Energy and let them know that our put-upon ratepaying citizens are not a bunch of sheep to be fleeced!

On July 28, 2005, Noel Levy filed to run for the Democratic nomination to the House of Delegates. The 11th District sends three Delegates to Annapolis; there is a vacancy now that Bobby Zirkin has announced to run for the State Senate. The area covered by the 11th District includes Owings Mills, Pikesville, Reisterstown, Glyndon, Granite and parts of Randallstown and Lutherville.
Why vote for Noel Levy for the House of Delegates? There are more than a thousand reasons, but here are a few:
- As a resident of the Pleasant Hills Neighborhood in 1994, Noel successfully organized his neighbors and defeated a proposed Wal-Mart store in wetlands adjacent to homes.
- As Vice-Chairman of Citizens for Property Rights in 2000, Noel Levy helped organize and manage a successful referendum petition drive that put Senate Bill 509 on the November ballot. This was the bill that would use the Baltimore County's power of condemnation and eminent domain to seize homes and businesses in Randallstown and Essex and hand these properties over to developers for some unspecified developments.
- In 2001, Noel Levy joined the Baltimore County Police Department's mediation team helping District 11 citizens work out their problems with mediators, staying out of court, freeing up judges' dockets and saving taxpayer dollars.
- In 2003, Noel Levy founded the Belltown-Pleasant Hills Neighborhood Association to protect homes built in the 19th Century from being bulldozed by an unnecessary four-lane extension of Dolfield Blvd.
- On January 30, 2004, 47 year old Isaac Harris, a mentally retarded African-American man, was not driven home from his part-time job at BWI Airport as was usual. He was instead driven to an unlicensed Group Home. After many anxious hours and phone calls, his family was able to determine that he was placed in this poorly supervised Group Home because of false allegations of physical abuse by his family, according to the Maryland Dept. of Social Services. They did not have a court order to seize Isaac, nor did they have any evidence of physical abuse. Isaac was not allowed any contact with his family, and was held in a secret location. All during 2004, his family went through three lawyers, and went to court three times trying to secure Isaac's release, all without success. Noel Levy and Isaac's family members, went down to Annapolis and told their story to several interested Delegates and Senators, both Democrats and Republicans. It was with their help that pressure was brought upon the Maryland Dept. of Social Services to release Isaac to the custody of his aunt on May 1, 2005. Isaac, 55 pounds lighter but a lot happier, now resides with his aunt out of state. Unfortunately, over $22,000 of Isaac's paychecks and Social Security checks have yet to be recovered.
Noel Levy was also a leader in the Fall campaign that resulted in Senate Bill 509 being defeated by nearly 70% of the vote countywide.
As a longtime Democrat, Noel Levy realizes that for the Democratic Party to survive, it must get back to its core values. Bickering and incompetence are no substitute for leadership. We've just seen so vividly in New Orleans the horrible suffering when a calamity strikes a major metropolitan area, and the government to which we pay taxes responds very slowly, or in some cases, not at all. Noel Levy cares, and will never choose cronyism, corruption or complacency over his 11th District constituents.
Noel Levy is a successful contractor with Timber Tech in Owings Mills. He also owns 20thcenturymaps.com, an e-commerce site for out-of-print maps. Noel and his wife Nancy Greenebaum have a home in Pikesville, and are members of the Stevenson Ridge-Halcyon Neighborhood Association. They are both active members of the Har Sinai Congregation. Noel Levy was born in Boston, Massachusetts. His father was with the Navy and later the Veterans Administration, and the family moved to Texas in 1957. Noel graduated from the University of Texas with a Bachelor's degree in Journalism in 1977.
